Visual Basic 1 re-factoring

My former manager has decided he wants an application originally written and compiled in Visual Basic 1(?!) to be re-factored to run in a “modern” Visual Basic and able to run under 64-bit Windows. The budget isn’t all that big; however, he doesn’t want the interface changed nor any new features aside from giving the user a choice of some options which simply involve multiplying the output results by various scale factors. Also the underlying requirement for the 16-bit database engines of DB3, DBIV or Paradox to be available also needs to be updated.
